“best wish ”和“good luck”都有美好祝福，誠摯祝愿的意思。best wish 多用于生日，婚禮等，good luck 多用于考試，比賽等。例如：
You say good luck to someone when you want to wish him a luck for something( exam, tournament, etc.)
For example:
Person 1: I have an Math exam today!
Person 2: Good luck!
You say best wishes usually for someone's birthday.
For example:
Person 1: My birthday is today!
